Dear Mr.Chairman!

 

In October, 2006 the President of Uzbekistan Islam Karimov has openly expressed that mutiny in Andizjan is caused by discontent of people with local authorities. The participation in a brutal crime  the head of the state has not recognized....

However, EU, on behalf of Minister for Foreign Affairs of Federal Republic Germany of Foreign Minister Frank-Walter Steinmeier and the working chairman of OSCE, Minister for Foreign Affairs and cooperation of Kingdom of Spain Miguel Angel Moratinos, nevertheless try  to cover with oblivion bloody Andizjan events on May, 13th, 2005 and to adjust relations with Uzbekistan to great undisguised pleasure of the Uzbek government, ready to be turned out before the European visitors inside out.

What that can connect such different countries as Germany and Uzbekistan. And why, according to the official information, the high-ranking Spanish visitor marks, that Uzbekistan «consistently goes on a way of strengthening of safety and stability, development of democratic institutes and formations of a civil society», and also «brings the worthy contribution to many-sided and fruitful activity of OSCE ».

It for a long time not a secret,  that a priority in any interstate activity, whether it be social or political questions, are economic interests.

Than has interested Uzbekistan so, what it is possible to shut eyes to obvious infringements of human rights and mass violence? Raw natural resources of Uzbekistan are not a source of prosperity of republic, but a source of well-being of presidential family and them friends. However, for blinding the European politicians, authorities, apparently, are ready on any victims.

Minister for Foreign Affairs of Uzbekistan Vladimir Norov has so eloquently placed points in a question on the Andizjan events of 2005 and the attitude of the Uzbek government to all world community - «government of Uzbekistan will not give anybody the report about Andizjan» we before anybody to report we do not gather», that does not remain doubts, that revision to mitigation, and without that ridiculous, sanctions of the European Union in relation to Uzbekistan, are regarded by the tyrannical government as approval and support of existing policy of Uzbekistan. For greater success it is necessary to put only a few strokes.

It would be naive to believe, that servility  the Uzbek government, with promises of deliveries of gas, oil, gold or uranium, before representatives of the German government would not be based on real hope.

In the end of year, under promises of the Uzbek dictator, "democratic" presidential elections of the country should take place. It is not doubted, EU will send the observers and recognizes legitimacy of the elections, in fact the grains thrown in a fertile field should give shoots. A habit and to it similar perfectly understand, that necessity of replacement of the leader of the state at all do not mean change of a regime. Well and let as the president will refer to Gulnara Karimova, Sadik Safaev or Shavkat Mirzieev. As they say «lupus pilum mutat, non mentem » - « the wolf changes a skin, instead of a condition of mind». It is important, that the responsibility for a bloody crime will be not  incurred by anybody, and in due course in the world will try to forget about tragedy in Andizjan.

Whether the Europe to what understands can result similar «the project of new strategy of relations of EU with the Central Asia»? What  it is the new political-economical transaction? Or simple lobbying of the European interests? And what should be expected relapse of a dictatorial mode in Uzbekistan? The question remains opened...

We address to you with expression of deep disappointment and concern results of your visit to Uzbekistan in April, 2007 within the limits of round across the Central Asia.

At common knowledge of the facts of mass infringements of human rights in Uzbekistan, campaign of reprisals against the legal experts, independent journalists and representatives of political opposition, and also mass severe murder of peace citizens in 2005 , you, at a meeting with president -the dictator Islam Karimov and Minister for Foreign Affairs Vladimir Norov, mark Uzbekistan as equal partner and welcome mutually advantageous cooperation.

Really the country where government troops brutally suppressed a demonstration in the eastern Uzbek city of Andizjan in 2005, and Minister for Foreign Affairs in reply to requirements of the world community about carrying out of the international investigation, openly declares what the government of Uzbekistan «will not give anybody the report about Andizjan» is worthy to be the equal in rights partner of OSCE?

You, no doubt, understand, that the invitation to cooperation calls into question and discredits priorities of OSCE, such as struggle for human rights and prevention of tortures.  Not absolutely clearly, mission OSCE -to advance democracy or to adopt the state terrorism which is expressed in intimidation of own population,  its full suppression and destruction of those who struggles with the tyrannical state.

The responsibility for the organization of a similar crime, unfortunately, is not stipulated in is international the-legal legislation. But it should not, from our point of view, to become an occasion of support of the mass terror developed by the Uzbek authorities after the Andizjan events.

The International women’s association “The Mothers against violence ” urgently calls all representatives of the international community to not allow moderately the forces that the government of Uzbekistan has affirmed in impunity of the crimes.

The  International women’s association “ The Mothers against violence” wants EU sanctions against Uzbekistan to be extended -- because of the deteriorating human rights situation there is no reason for the EU to ease sanctions.
